The Bairabi-Sairang railway project, Mizoram's first connection to the national rail network, was once a symbol of neglect and delayed development. However, the introduction of the Pro-Active Governance and Timely Implementation (PRAGATI) platform under the chairmanship of the Prime Minister in 2016 marked a turning point for this project and many others in the Northeast.

PRAGATI brought a new level of urgency and accountability, transforming the project's trajectory from stagnation to swift progress. The platform's emphasis on real-time scrutiny, coordination, and decision-making aligned agencies, streamlined processes, and accelerated the project's completion.

Addressing the Infrastructure Challenges in the Northeast

The Northeast region has long been plagued by poor infrastructure, including unreliable roads, limited rail connectivity, and inadequate airports. The PRAGATI initiative has provided a much-needed boost to infrastructure development in the region, addressing critical bottlenecks and improving connectivity.

The Bairabi-Sairang project serves as a prime example, with the Katakhal-Bairabi section commissioned in March 2016, enabling freight movement and improving access, logistics, and planning. The project's success has paved the way for further infrastructure development in the region.

PRAGATI has not only accelerated the implementation of infrastructure projects but has also transformed institutional behavior, fostering better coordination and decision-making across agencies. This has resulted in more decisive engineers, accountable contractors, and closer collaboration between state and central agencies.

The platform has also enabled the resolution of issues that were previously deferred or examined in isolation, addressing critical risks to project execution and ensuring continuous progress.

A New Era of Infrastructure Development in India

The impact of PRAGATI extends beyond the Northeast, with the platform having reviewed 382 major projects valued at over Rs. 85 lakh crore (approximately USD 850 billion) by December 2025. This has contributed significantly to nationwide growth, with infrastructure spending increasing more than five-fold and capital expenditure doubling as a share of the Union Budget.

The PRAGATI ecosystem, which includes PM Gati Shakti, PARIVESH, and the Project Monitoring Group (PMG), is part of a broader, integrated digital ecosystem that aims to further streamline infrastructure development in India.
