Manipur's IDP Resettlement: COCOMI's Demand for Immediate Action
The Coordinating Committee on Manipur Integrity (COCOMI) has escalated its protests against the Manipur State Government over the delayed resettlement of Internally Displaced Persons (IDPs). The organization's persistent agitation highlights the ongoing struggle for the rights of displaced populations in the region and the challenges faced in implementing large-scale resettlement programs.
Government's Phased Approach and COCOMI's Dissatisfaction
The State Government's response, as outlined by A. Subhash Singh, Special Secretary (Home) and Convenor of the State Level Monitoring Committee, detailed a phased resettlement plan. This plan included the rehabilitation of families with partially damaged homes, resettlement under the Pradhan Mantri Awaas Yojana Gramin (PMAY-G) Special Package within districts, and inter-district relocations requiring enhanced infrastructure and security arrangements.
COCOMI, however, expressed dissatisfaction with the government's explanation, insisting that the IDPs' right to timely resettlement and restoration of dignity cannot be further delayed. The organization emphasized that IDPs have endured prolonged hardship in relief camps, and delays in rehabilitation have caused widespread frustration and distress.
Security Concerns and Livelihood Feasibility
The government cited multiple factors, including security concerns, site readiness, land availability, fund flow, and livelihood feasibility as reasons for the delay in completing the resettlement promised in December 2025. The implementation of Direct Benefit Transfer (DBT) from November 1, 2025, and ongoing support in healthcare, education, employment, and livelihood initiatives for IDPs were also highlighted.
Implications for North East India and Beyond
The standoff in Manipur over displaced populations and the challenges faced in implementing large-scale resettlement programs has broader implications for the North East region and India as a whole. The region has a significant IDP population due to ongoing conflicts and displacement, and effective resettlement and rehabilitation are crucial for peace and stability.
The Manipur case underscores the need for a comprehensive, long-term approach to address the complex issues surrounding IDP resettlement. This includes addressing security concerns, ensuring adequate infrastructure, providing livelihood support, and ensuring the participation of affected communities in decision-making processes.
Looking Ahead
The intensified agitation by COCOMI serves as a reminder of the urgent need for action. As the government and COCOMI continue their dialogue, it is essential to prioritize the rights and welfare of IDPs and work towards a swift and effective resolution to this long-standing issue.
