Financial Irregularities in National Highway Project: A Persistent Issue in Assam

The arrest of Mukesh Jalan, a contractor from Jorhat, on charges of financial irregularities and default of payment to local contractors in the National Highway 715 (NH-715) project has once again brought the issue of financial mismanagement in infrastructure projects to the forefront. This incident, which took place in December 2025, is not an isolated case, but rather a recurring problem in Assam and other parts of North East India.

The Arrest and Allegations

Mukesh Jalan, the owner of Sadguru Engineering & Allied Services Private Limited, was arrested by the Jorhat Police following a complaint lodged by local contractors who claimed to have supplied materials and labor for the NH-715 project. The contractors alleged that Jalan's company abandoned the site, leaving them with an unpaid bill of approximately Rs 4 crore.

The case was registered under Sections 316(5)/318(4)/351(3)/3(5) of the Bharatiya Nyaya Sanhita (BNS) at the Teok police station, and Jalan has been brought to the police station for further investigation.

Protests and Delays

The NH-715 project has been a subject of protests for several years, with students' bodies like AJYCP, AASU, and other organizations demanding an end to alleged malpractices, inferior quality of work, and delays in the execution of the project. The delays have caused significant inconvenience for commuters traveling through the key road of Upper Assam.

Implications for North East India and India at Large

The NH-715 project is part of a larger network of national highways that connect Assam and other North East states to the rest of India. The delays and financial irregularities in these projects can have far-reaching consequences, affecting the region's economic growth and integration with the rest of the country. Moreover, such incidents undermine public trust in government projects and highlight the need for better oversight and accountability.

The Road Ahead

The arrest of Mukesh Jalan is a step towards addressing the financial irregularities in the NH-715 project, but it is only the beginning. The authorities must ensure that all contractors involved in government projects adhere to the rules and regulations, and that the interests of local contractors and workers are protected. Furthermore, the government should implement stricter monitoring mechanisms to prevent such incidents from occurring in the future.

The NH-715 project is a critical infrastructure project for Assam and the North East region as a whole. The timely and efficient execution of this project will not only improve connectivity but also boost the region's economic growth. It is, therefore, essential that the authorities take swift and decisive action to address the financial irregularities and ensure the project's successful completion.
