Resettlement Progress in Manipur: A Step Towards Peace

After months of anticipation, the Manipur government has made significant strides in resettling internally displaced persons (IDPs) affected by the ethnic clashes in 2023. This development, while encouraging, is crucial for restoring peace and normalcy in the region.

Progress Report

As of January 2026, approximately 10,000 IDPs from over 2,200 households have been resettled in various government and civil society-run relief camps. In addition, another 4,000 houses are currently under construction, according to government reports.

Unfulfilled Promises and Reminders

The resettlement progress comes after the Coordinating Committee on Manipur Integrity (COCOMI) scheduled a mass protest rally to the Lok Bhavan on January 12, 2026. The rally served as a reminder to the government of its assurance to resettle IDPs by the end of December 2025.

Implementation Challenges

Despite the government's commitment, the resettlement process has not been without challenges. The assurance given to civil society organizations (CSOs) on July 3, 2025, for the resettlement of IDPs and the subsequent closure of the camps by December 2025, has yet to be fully implemented.

Decreasing Number of IDPs and Resettlement Strategy

Notably, the Manipur government has reported a decrease in the number of IDPs from 62,000 to 57,000. Some IDPs, including those from Churachandpur and Kangpokpi districts, have already returned home. The government's resettlement strategy is divided into three phases: resettling families with partially damaged houses, those under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) scheme, and families requiring inter-district relocation between the Valley and Hill districts.

Financial Assistance and Reconstruction

The government provides financial assistance of Rs 1.3 lakh to each affected family to rebuild their homes, as part of the central government's Rs 523 crore package from the Resettlement and Rehabilitation Program of the 2025-26 Manipur Budget.

Impact on North East Region and India

The resettlement of IDPs in Manipur has broader implications for the North East region and India as a whole. The successful implementation of the resettlement program could serve as a model for other states grappling with similar issues of displacement and rehabilitation. Furthermore, peace and stability in Manipur are crucial for maintaining the overall security and development of the North East region.

While the progress made in resettling IDPs is commendable, it is essential that the government continues to address the challenges and ensures the complete resettlement of all affected families by the end of the year.
