Five-nine reliability, which guarantees a network is available 99.999% of the time, is no longer achievable according to Sanjoy Paul, a researcher who has helped build 2G, 3G, and 4G networks. With carriers moving to a software-based provisioning system, reliability drops to three-nines (99.9%), resulting in more downtime.
